This PACS background note gives an introduction to the Poorest Areas Civil Society (PACS) Programme and the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

It has been produced in collaboration with civil society organisations to support the PACS state consultation series on the MGNREGA in Jharkhand.
