Towards Inclusion
 
Poorest Areas Civil Society (PACS) Programme will target socially excluded groups: Scheduled Castes (SC), Scheduled Tribes (ST), Muslims Minorities, Women, Girls and Persons with Disability (PwD).
Goal
To reduce the welfare gap between socially excluded population, and the general population.

Purpose
Improving the uptake of entitlements by five million people (socially excluded) and their households in 120 targeted districts.

Output
PACS aims to deliver the following outputs over the five years of its implementation:
  • Stronger CSOs priorities and raise issues of socially excluded groups in PACS-targeted areas.
  • Socially excluded groups are better represented and have a greater voice in committees at village / block/ district/ state levels, government decision making bodies and CSOs.
  • Civil society works to make service providers more responsive and accountable to socially excluded group.
  • Learning from the programme is widely disseminated.
