Social audit in Jharkhand

Training of trainers (ToT) for CSO partners in Jharkhand on social audits as part of MGNREGA Abhiyan.

A five-day training programme conducted by PACS for 47 participants from eight CSO partners in Gumla district, Jharkhand.

The training was inaugurated by Mr. Jagjeet Singh, Director, District Rural Development Agency, Gumla, Jharkhand. In his inaugural address, Mr. Singh said that systematic and realistic patterns of social audits are still not in practice for the MGNREGA projects so the realistic situation are not known to his department.

The key features of the campaign are that PACS will build the capacities of CSOs for conducting social audit in systematic and methodological manner and facilitate dialouge between MGNREGA workers, community members and the district administration implementing the programme. 

Social audit excercise

The training also comprised of a practical excercise of conducting a social audit at the gram sabha level. Thus the participants also visited the MGNREGA projects sites of Gumla district. They verified these sites on compliance of norms/guidelines,  examined project documents and verified it with the beneficiaries and communities through discussion.

The findings were shared with the Rozgaar Sevak, block programme officer and the village headman for  authentication. A social audit report of the findings was also compiled during the workshop.

Public hearing meeting

On the last day of the social audit exercise a public hearing meeting was organized at the district in which social audit reports were presented to Mr. Subendhu Jha, District Magistrate, block development officers, block programme officers, Panchayat members and MGNREGA ombudsman. More than 1200 beneficiaries participated in the public hearing.

Complaints related to MGNREGA implementation such as denial for issuing job cards, delay in wage payments, payment of incorrect wage and non- provisions of workers rest sheds, first aid facilities, health and life insurance were some of the issues raised.

PACS MGNREGA Abhiyan 2012

MGNREGA Abhiyan 2012 is being implemented in Bihar and Jharkhand is a focused and collective intervention of the CSO partners of the two states working on MGNREGA to ensure that critical interventions both from the demand and the accountability perspectives are identified and highlighted to initaite action.

The campaign also mobilizes communities around the issues of work demand and assessesing the assets created in the past with respect to their access and utility for the socially excluded communities.

The campaign is targeted at building a cohesive community action for demanding entitlements, exercising accountability and disseminating results, and taking up advocacy issues based on them.

With the experiences of Bihar and Jharkhand, the campaign will be further strengthened and expanded to other states with required contextual changes.
