Social exclusion paper

In ‘Social exclusion: a conceptual and theoretical framework’, a paper presented at the national conference on ‘What it takes to eradicate poverty’ organised by the PACS Programme, in New Delhi, in December 2007, Dr Prakash Louis of the Bihar Social Institute attempts to define the various kinds of social exclusion, a powerful form of discriminatory practice.
The paper explains the conceptual and theoretical framework within which social exclusion operates, how it can be measured, and how it operates in everyday life. Data on discrimination, and perceptions of various marginalised groups - dalits, women, minorities - is also included.
The paper outlines what planned inclusive mechanisms need to be put in place by civil society organisations (CSOs). By undertaking social mapping, CSOs can identify excluded communities and initiate inclusive programmes for their benefit and for protecting their rights.
