The Poorest Areas Civil Society (PACS) Programme seeks to increase the access of socially excluded groups to the resources and skills necessary to pursue alternative livelihood options through finance, marketable skills and market linkages.

We develop sustainable livelihood models, including public-private partnership models, particularly in disaster-prone areas, through increased access to resources.

Our aims

  • Help socially excluded groups gain non-discriminatory access to credit from public and private sources.
  • Build civil society organisation capacity to make alternative livelihood plans for households belonging to socially excluded groups, and analyse their vulnerability to market forces and climate change.
  • Mobilise demand for non-discriminatory access to inputs, services, resources and knowledge necessary to pursue alternative livelihood options.
  • Link entrepreneurs from socially excluded groups to markets.
