State manager (x3)

The PACS Programme is seeking three candidates to manage the programme in the states of Bihar, Uttar Pradesh and West Bengal.

The managers will be responsible for the overall programme of the state. The positions will be based in the respective state capitals.

Key responsibilities

  1. Represent PACS programme in the state.
  2. Line mange the state programme officer(s) and finance officer.
  3. Work closely with the National Programme Coordinator towards achieving the PACS programme objectives.
  4. Monitor grantees and ensure quality reporting, both programme and financial.
  5. Ensure regular flow of information with regard to progress of the programme and producing various reports at state level.
  6. Develop linkages and alliances with civil society, campaigns and networks at the state level.
  7. Build strategic linkages with state government.
  8. Support CSOs in building effective strategies for advocacy on issues of PACS in the state.
  9. Manage and be accountable for financial resources utilised by the state programme.
  10. Coordinate documentation, study and action research programmes in the state.
  11. Be responsible for overall administration of the office and compliance of statutory and legal requirements.
  12. Ensure highest standard of programme quality through effective monitoring and evaluation systems; documentation and communication of PACS programme.

Qualifications and experience

  1. Post-graduate degree with substantial knowledge and experience (at least 8-10 years) in management of development work including a minimum of 3 years in a senior position leading a programme team.
  2. Experience of implementing multi-sector programmes involving education, health, livelihoods and leading multidisciplinary teams.
  3. Mature managerial, representational and inter-personal skills, and strong communication in Hindi and English (verbal and written). Knowledge of the local language will be an advantage.
  4. Prior working experience in the respective states will be an advantage.
