Pre-funding appraisal
A pre-funding appraisal of shortlisted CSOs is conducted by the PACS Secretariat.
The appraisal looks at the technical and financial aspects of the CSO’s work and organisation. In particular, the appraisal:
- Reviews the experience and work of the CSO, especially its engagement with socially excluded groups.
- Assesses the CSO’s capacity to deliver the proposed project and whether the project is aligned with the objectives of the PACS programme.
- Reviews the financial management, governance and legal capacities and systems of the CSO.
Evaluation
The evaluation process of the pre-funding appraisal reviews the following aspects of each CSO:
- The presence and experience of the CSO in its proposed location.
- Experience of working with socially excluded groups.
- Review and monitoring systems.
- The CSO’s approach to its work, in particular how it promotes and incorporates the leadership, participation and rights of socially excluded groups.
- Experience of engaging with government and with civil society initiatives and networks.
- The presence of effective financial systems, policies and compliance with legal responsibilities.
CSOs that have cleared the pre-funding appraisal, are invited to submit a project proposal.
