The Poorest Area Civil Society (PACS) Programme carefully assesses all grant applications from civil society organistations (CSOs). Find out more about the process and the stages involved in approving an application.

 

Stages in the PACS grant process

  1. Grant process is opened
    Applications are invited through this website and advertisements in regional-language newspapers. Please note: we are not currently accepting applications.

  2. CSOs submit applications
    Interested CSOs must submit concept notes by the deadline, to apply for a grant. You can check if your organisation is eligible to apply and find guidelines for submitting your concept notes here.

  3. Application review
    All applications/concept notes are reviewed and approved by the respective Regional Project Selection Committee (RPSC), according to the criteria outlined in the concept note guidelines document.

  4. Shortlisting
    The list of CSOs whose concept notes have been approved and shortlisted by the RPSCs is announced on this website.

  5. Appraisal of the shortlist
    A pre-funding appraisal of shortlisted CSOs is conducted by the PACS Secretariat.

  6.    CSOs submit project proposal
    On successful completion of the pre-funding appraisal, CSOs are invited to submit a detailed project proposal. Workshops are held to guide CSOs in drafting project proposals.

  7. Approval from regional committee
    Final project proposals submitted by CSOs are reviewed and approved/ not approved by the respective RPSCs.

  8. Final approval and signing of contracts
    Approved project proposals are submitted to the Department of Economic Affairs (DEA), Union Ministry of Home Affairs, Government of India. After DEA approval is obtained, contracts are signed with CSOs.

This process applies to all PACS states.
