PACS works in 15 districts in Bihar. The grant-roll out process has been initiated for 15 projects in all the PACS targetted districts in the state. Of the 15 projects, ten are individual projects and five projects have network partners.

The focus of all CSO partners in this phase is on non-discriminatory access for socially excluded groups to:

1. Livelihood rights, under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Forest Rights Act (FRA), revenue land and skills development.

2. Right to basic services, under education, health and nutrition.
