The Poorest Area Civil Society (PACS) Programme provides grants to 90 projects implemented by civil society organisations that help socially excluded groups claim their rights and entitlements.

Applying for a grant

The grant process is currently closed in all states and for all themes.

Any future grants will be announced on this website and in the regional daily press. Find out more about the grant process of the programme and our CSO partners in the seven states. 

CSOs were invited to apply for grants from December 2009 through announcements on this website and advertisments in regional newspapers.

Shortlisted CSO project proposals were submitted to the Department of Economic Affairs (DEA), Union Ministry of Home Affairs, Government of India for approvals. After obtaining DEA approval contracts have been signed with approved CSOs.

 


Grant rollout

PACS has rolled out 90 projects in two phases of 57 projects and 33 projects respectively. These projects cover 90 selected districts across seven states for a period of four years, barring a few.  The table below provides a consolidated summary of the projects implemented. * the grants application round in Bihar and Jharkhand happened in two stages. The first stage focused on funding work related to MGNREGA and the Forest Rights Act whilst the second stage included non-discriminatory access to health and nutrition, education,  resources, and the ownership or lease of revenue land.
