  1. What is the process of getting support from PACS programme?
    The process of getting support from PACS programme involves the following stages:
    1. Submission of concept note within time line as announced in the call for concept notes in prescribed format and according to concept note guidelines as available on www.pacsindia.org.
    2. Screening of concept notes, followed by evaluation and approval of concept notes by the Regional Project Selection Committee.
    3. Pre-funding appraisal of CSOs/CSO networks whose concept notes have been approved by the Regional Project Selection Committee.
    4. d. On successful completion of prefunding appraisal, CSOs will be invited to submit detailed project proposal.
    5. Screening and approval of submitted Project Proposals by the Project Screening Committee.
    6. Award of contract to CSOs whose project proposals are finally approved by DEA, Ministry of Home Affairs, Government of India
  2. What are the states being covered in PACS Programme?
    PACS programme is covering 7 states namely Bihar, Jharkhand, West Bengal, Orissa, Madhya Pradesh, Chhattisgarh and Uttar Pradesh. For more info »
  3. What are the different themes on which PACS will extend support?
    The themes on which PACS will extend support are non discriminatory access to :
    1. Livelihood Rights
    2. Right to basic services on education, health and nutrition

  4. Can concept notes be sent for any of the states under PACS?
    The present call is meant for the states of Bihar and Jharkhand only. It has been announced on the 30th April 2010 on the following thematic areas focusing on Non-discriminatory access to

    Livelihood - Revenue Land and Skill Development
    Basic services
    - on education, health and nutrition.
  5. Where can we get information on the application process for PACS?
    When the announcement for call for concept notes is made, the details for application process can be found in the concept note submission guidelines document in the announcement page of the website www.pacsindia.org.
  6. Where can the CSOs get the Concept Note Guidelines and Format?
    Detailed guidelines along with Concept Note Format are available and can be downloaded from the announcement section of the website www.pacsindia.org.
  7. What should be the duration of the project under PACS?
    The duration of the projects should not be less than one year and can be for maximum up to 4 years.
  8. What is the budget limit for the projects under PACS?
    The estimated annual budget for projects should range between Rs.10 Lakhs to Rs.40 Lakhs. The scale of the funding will however depend upon the scale of the project and the outcomes envisaged.
  9. What should be the language of the Concept Note?
    Concept Notes can be written either in English or Hindi only
  10. Can one CSO apply for project in more than one block/district/state?
    Yes, one CSO can apply for more than one block/ district/ state, depending upon the need of the intervention and capacity of the CSO to manage the scale of work. However it must be ensured that the project should have district as a basic unit of advocacy and impact. Details can be found in the guideline document available on www.pacsindia.org.
  11. What are the districts to be covered in PACS Programme in the seven states?
    The districts to be covered under PACS are provided in the website www.pacsindia.org. under geographical coverage. Apart from this, with each round of announcement for concept notes, list of districts are provided in the Annexure 1 of the Concept Note Guideline document also available in the website.
  12. Are there any Priority Blocks/ Wards marked under each PACS district?
    No. There is no such prioritisation done in PACS programme.
  13. What is the last date for submission of Concept Note?
    The last date for submission of concept notes shall be clearly mentioned in the advertisements published in the local newspaper and in the concept note guidelines document. The last date of submission in the present call for Bihar and Jharkhand is 24th May 2010.
  14. Can the CSOs apply for working in a geographical area which falls outside their present coverage area?
    CSOs can apply for working in a geographical area outside their present coverage area, however the CSO must have the capacity to scale up their work area as well as contribute to the overall goal and purpose of the PACS programme.
  15. Can the CSOs make queries to PACS during writing the Concept Note?
    Queries will not be entertained at the concept note submission stage. Post the submission of concept notes, CSO can write to query@pacsindia.org for any specific query. All relevant information and updates would be available on www.pacsindia.org.
  16. Can the CSOs get any support from PACS team during drafting of Concept Note?
    No, PACS team will not provide any support during the writing and drafting of Concept Notes.
  17. Is there any number of CSOs fixed for working in a particular district or state?
    No such number has been fixed as of now. The short listing of CSOs will be done based on the availability of budget.
  18. Is it necessary for CSOs who were partner in PACS phase 1 programme to intervene only in the old area or they may outreach new area too?
    PACS programme aims at strengthening community based institutions that were raised during previous phase of PACS. Therefore if the old working area is still falling in the present list of PACS intervention districts, such CSOs are encouraged to strengthen their previous work along with extending into newer areas for up scaling the old initiative. However it is not a condition.
  19. Is there any preference given to the CSOs who were partner in PACS in the first phase?
    No such preference is given to any CSO which received support from PACS in the first phase.
  20. When will the result of Concept Note screening be declared?
    The list of CSOs whose concept notes are approved by the Regional Project Selection Committee will be informed by email/ post.  Besides, the list of shortlisted CSOs for pre funding appraisal will be put up on the website www.pacsindia.org.

    The list of shortlisted CSOs will be uploaded on the PACS website www.pacsindia.org within 55 days from the last date of submission of concept notes.

  21. What are the documents required to be submitted along with the concept note?
    No additional documents are required to be submitted along with the Concept Note. However all factual information asked in the Concept Note should be verifiable at any time during screening process and afterwards.
  22. Can we know the reason for rejection of Concept Note?
    A feedback about the Concept Note can be provided to the interested CSO on demand. CSOs interested in doing so can write a mail to query@pacsindia.org or info@pacsindia.org.
  23. Will there be any further call for Concept Note in future
    As of now, this is the last call for submission of concept notes. In case, if there is another announcement, the information will be advertised in the local newspapers and would also be available on www.pacsindia.org.
  24. Can the CSOs who do not have an FCRA registration or their FCRA application is pending with the Authorities apply for support under PACS?
    No, only those CSOs who are registered under FCRA can apply for support under PACS. Organizations not presently holding FCRA No. are encouraged to apply for FCRA registration to receive support under PACS.
  25. Can one CSO submit more than one concept note for the same state?
    No. CSOs can submit only one concept note in each call for concept note irrespective of different themes and geographical coverage. CSOs who submit more than one concept for each announcement, they will be disqualified from the entire process.
  26. Can the CSOs who are not registered under Section 12AA of Income Tax Act or their application is pending with Income Tax Authorities apply for support under PACS?
    No, only those CSOs who are registered under Section 12AA of Income Tax Act can apply for support under PACS.
  27. Can a CSO submit different concept notes for different states?
    CSOs applying to a call for concept note, can submit only one concept note, even when applying for two or more states. In this case the concept note shall be considered as an ‘inter-state concept note’
  28. Can a CSO apply for the current call for concept note if they have already applied for the last call for Bihar and Jharkhand?
    CSOs who have already submitted detailed proposals from Bihar and Jharkhand cannot apply again. Other CSOs who had applied in the previous round can apply again in the current call for concept notes.
