The Poorest Areas Civil Society (PACS) programme was entirely funded by the UK Government’s Department for International Development (DFID). Launched in April 2009, the £30.77 million seven-year programme ended in March 2016. Since then, PACS has embarked on a new phase, consolidating its work in five states. Phia Foundation, a charity working to address poverty across India, is leading new fundraising efforts for PACS. The new phase seeks to sustain and grow various components of the programme, and also to secure its lasting legacy.


The total budget for the project was £30.77 million. This was divided into:

  • Management cost fees (staff/HR costs) - £3.1 million
  • Operational costs (maintenance/travel costs) - £1.44 million
  • Grants - £15.58 million
  • Scale-up funds - £10.65 million

Please note – the grant application process closed in February 2011. PACS is no longer accepting grant applications.
