Scale-up programme

The scale-up stage of the PACS Programme aims to sustain and enhance the impact of PACS grants and increase the capacity of civil society organisations.

At the end of five year's of implementation (2014), PACS scale-up interventions are expected to enable:

  • Government policies and programmes to become more responsive to socially excluded groups.
  • Increased capacity of civil society, especially those led by excluded groups, to address discrimination and constructively engage the state and other institutions.

The scale-up process will include strategic interventions in four main areas:

1. Capacity building and partnership

Capacity building of CSO partners, especially those headed and managed by socially excluded and marginalised groups, to nurture a strong and vibrant civil society in India. Focus will be on institution development, programme management, livelihoods and communication.

2. Research and analysis

Forward-looking and proactive research to create a new body of knowledge and provide constructive criticism, along with key action points. This will focus on:

  • developing perspective on social exclusion and inclusive approaches
    - identify and define the rights and entitlements of socially excluded groups
    - document the domain of discrimination and exclusion
  • enabling evidence-based advocacy
    - document and analyse best practices
    - develop guidelines and models for future action by concerned stakeholders. 

3. Communication and dissemination

This component will address the strategic dissemination needs of lessons learnt, dialogues created around policies and mobilising public opinion on issues of discrimination and social exclusion. It will take forward the findings of research and analysis through proactive information, education and communication (IEC) material and toolkits.

Information dissemination will be targeted at the key decision makers within PACS, larger civil society and the State.

4. Policy and programme advocacy

PACS will work at different levels to reduce social exclusion and discrimination by promoting transformation in behaviour, institutional practices and policies.

The advocacy component will involve working with civil society initiatives to positively influence the policies and programmes in favour of socially excluded groups. It will also strengthen and facilitate the networking of CSO partners with external stakeholders.

In addition, PACS will promote issue-based campaigns at state level and link them up with appropriate platforms at national level.


PACS has earmarked a budget of GBP 7.85 million for the four components of the scale-up programme.
